BIKEWAYS AND TRAILS PLANNER duties and responsibilities include, but are not limited to:

Performs, coordinates, and supervises a variety of professional city planning research and analysis duties as follows.

Coordinates, and can serve as Divisional lead, in the development and updating of parks and recreation-related:

· Long range plans such as the Virginia Beach Outdoors Plan, the Bikeways and Trails Plan, and master plans for open space and parks and recreation real estate;

· Studies such as land use, site constraints, feasibility analysis that lead to parks and recreation-related capital improvement program (CIP) projects; and,

· Reports such as policy documents on parks and recreation-related strategic issues, potential private-public opportunities, etc.

Coordinates the oversight of designated parks and recreation CIP projects in terms of monitoring funding issues and ensuring consistency with the Department's long range plans. In addition, depending on the scope of the CIP project, the position may also coordinate overall design and scheduling issues with internal and external stakeholders.

Coordinates, and serves as Departmental lead, in the review of development-related applications, plans and proposals for compliance with City Code and policies relating to park and open space requirements as well as consistency with parks and recreation long range plans.

May be designated as primary Departmental liaison to City Council appointed boards, commissions, or committees in support of the above-mentioned duties.

Works with and may have limited project supervision over subordinate professional, technical, paraprofessional and administrative staff as needed to accomplish the above-mentioned duties.


In addition to the minimum requirements, the ideal candidate for this position will have experience listed in the preferences below. Candidates with the preferred experience should ensure the information is provide in the application.

  • Certification as a planner through the American Institute of Certified Planners (AICP) or certification as a landscape architect in the Commonwealth of Virginia. 
  • Masters Degree in Urban and Regional Planning, a related planning field or Landscape Architecture or a related design field; or in geography. 
  • Prior experience in park, greenway, trails or outdoor recreational planning.
  • Prior project management experience in planning and/or implementing capital projects. 
  • Prior supervisory experience over subordinate professional, technical, paraprofessional and administrative staff. 
  • Prior experience in the use of design-related computer and Geographic Information Systems (GIS) software and supporting hardware.
  • Prior design experience, using AutoCAD.
  • Prior direct or indirect local government work experience.
  • Prior experience leading public engagement events or workshops.
