Bachelor's degree in recreation, park management, public administration, business administration, or a related field; master's degree in parks and recreation administration or a closely related field preferred; five years of progressively responsible experience in parks and recreation program management, including three years of supervisory experience; or an equivalent combination of training and experience.  CPRP (Certified Park and Recreation Professional) or CPRE (Certified Park and Recreation Executive) preferred.  Extensive knowledge of public recreation and park administration and operations; of applicable federal, state, and local laws and regulations; of program planning/evaluation and project management.  Ability to analyze information and prepare appropriate recommendations; to develop, monitor and control a budget; to manage, direct and coordinate the work of department staff; to communicate effectively orally and in writing; to establish effective working relationships with both staff and the public; to utilize a personal computer and other standard office equipment; to supervise, train, and evaluate the work of management, supervisory, professional, and other staff.  Good driving record required.  Must not reflect a total of six or more demerit points within the twenty-four months preceding the anticipated hire date, or one major violation of six demerit points within the preceding thirty-six months.  Pre-employment drug testing, FBI criminal background check and education/degree verification required.


Under general direction, perform work of considerable difficulty in planning, organizing, directing, and coordinating the activities of the Recreation Division of the Department of Parks & Recreation, and assist with the management of overall department operations, including overseeing finance and human resources functions; may serve as Director during the department Director's absence.  Plan, develop, organize, and direct, through program managers and supervisors, the county's overall recreation programming to include services, facilities, accounting, budget management, policy administration, contract management, procurement, and customer service.  Oversee the management of recreation programs, services, and staff; monitor and evaluate the efficiency and effectiveness of service delivery methods and procedures.  Participate in the development and implementation of goals, objectives, and priorities for the county's Parks and Recreation Department. Assist the Director in the development and implementation of departmental policies, procedures, and responsibilities.  Oversee and manage the department's annual operating budget and capital budget; monitor revenue and budget expenditures.  Prepare and/or oversee the preparation of routine and special reports and presentations regarding Parks & Recreation Department operations and development plans, as requested by department, Board of Supervisors, Parks and Recreation Advisory Commission, or other boards, commissions or citizens groups.  Direct and manage public relations, publicity and marketing efforts, media platforms and social media outlets for the marketing and promotion of parks and recreation programs and facilities.  Respond to citizen requests for information and resolve the most difficult and sensitive citizen inquires and complaints.  Provide departmental direction and supervision in the absence of the Director of Parks & Recreation.  Supervisor, train, and evaluate the work of management, supervisory, professional, seasonal, and other staff.  Perform other work as required.
