Virginia Beach Parks and Recreation is looking for:

A positive, dynamic, innovative and experienced leader to oversee our Sports Management Office. Someone who strategically develops, implements, and executes the vision and clearly communicates the plan so that all team members and stakeholders understand and are working toward achieving the same vision and mission. Showcase a diverse portfolio of experience to include facility management, sponsorships, sports marketing and tourism, athletic programming, contract administration and collaborative efforts with various partners. Intentionally perpetuate the concept of an engaged and inclusive community.

PARKS AND RECREATION SPORTS MANAGEMENT COORDINATOR duties and responsibilities include, but are not limited to:


Unit Management

  • Coordinate the personnel management and supervision of all volunteers, interns, contractual, part time and full time team members to include hiring, training, mandatory certifications, staff development, performance evaluations and discipline
  • Understand and embrace the intricacies and political nature of the work of the Sports Management Office
  • Assist Division Administrator with the Programming and Operations Division duties and operations as needed, including emergency operations and management
  • Effectively serve as a member of the department management team
  • Lead a dynamic and diverse Sports Management team
  • The primary areas of focus are the Princess Anne Athletic Complex, City View Park and Athletic Complex as well as additional athletic sites, athletic leagues, sports marketing and sponsorships, and lease/contract management
  • Develops, implements and coordinates short and long range strategic goals and objectives that align with Division, Department and City goals which may include participating on a City Strategic Goal Team
  • Ensure goals, objectives and expectations are clearly defined and communicated
  • Operate and program to best serve the needs of our internal and external customers
  • Must develop and maintain partnerships and working relationships with other work units, departments and members/businesses in the private sector
  • Collaborate with various stakeholders such as Schools, Civic Leagues, Recreation Associations, Convention and Visitors Bureau (CVB) etc., in order to foster partnerships, support, and volunteer efforts.
  • Coordinates administration of department, division and unit policies and procedures to ensure compliance by all team members and recommends revisions to policies and procedures when deemed appropriate
  • Provides leadership and direction in addressing both staff and citizen concerns and issues in order to ensure that an equitable and fair resolution is derived in a timely manner
  • Makes well-informed decisions regarding complex matters utilizing multiple sources of information
  • Must be innovative with ability to assess and stay current with trends to keep our program offerings fresh and relevant
  • Determine needs/concerns of community at large, including both internal and external stakeholders through surveys, focus groups, etc.
  • Track and collaboratively respond to proposed federal and state mandates with potential impact on sports and/or facilities
  • Prepare and/or present reports and other presentation materials
  • Coordinate and facilitate programming and services for diverse populations
  • Assist and/or lead teams to achieve Departmental National Accreditation (currently through National Recreation and Park Association)
  • Work collaboratively to expand Volunteer and Intern base
  • Perform other job duties as required


  • Develop, monitor and be accountable for annual operating budget, projecting revenues and expenditures
  • Develop and present budget proposals and recommendations to leadership
  • Provide input on the Capital Improvement Projects (CIP) process for the Division
  • Must be able to use technology to develop and analyze reports and make recommendations
  • Develop, evaluate and execute decisions based on Pricing Tool, Cost Recovery, KPI’s, Alternate Provider Information, etc.

Lease/Contract Oversight

  • Coordinate the preparation and administration of all written contracts, lease agreements, rental and service agreements between the unit/division/department and outside private, public or non-profit organizations and acts as liaison as required to ensure compliance with all contractual specifications, such as Referees, Sports Trainers, Concessions such as food truck and vending, janitorial and security needs, facility leases and field allocations

Athletic Programs

  • Coordinate and manage comprehensive developmental, age appropriate, safe and fun recreational athletic and sports programs which create equal and consistent opportunities for all Virginia Beach residents and guests
  • Conduct public awareness initiatives and develop cooperative media relations and promote Community-wide access and knowledge
  • Coordinate collaboratively the publicity for all unit programs, facilities, and special projects and direct dissemination of information to the public
  • Work collaboratively with internal/external partners to maintain a relevant website, showcasing programs and services offered
  • Utilize community outreach efforts to develop opportunities for sponsorships
  • Assess current service programs available and identify gaps and duplicationsAdvocate for youth development

Facility Management and Sports Marketing

  • Manage Princess Anne Athletic Complex which includes eight lighted tournament-quality softball fields and seven multi-purpose playing fields, plus a variety of courts and fields throughout the city.
  • Manage City View Park and Athletic Complex which includes lighted tournament-quality softball fields and other amenities such as shelter, playgrounds, trail, etc.
  • Oversee the coordination of use agreements with Schools for athletic leagues and tournament
  • Oversee the coordination of field usage, rentals, and marketing with Convention & Visitors Bureau
