Description: General Definition of Work: Performs difficult skilled human support work planning, developing, implementing, coordinating, and supervising specialized recreational activities and/or programs, overseeing facility operations, scheduling programs and events, registering participants, and related work as apparent or assigned. Work is performed under the limited supervision of the Parks & Recreation Superintendent. Continuous supervision is exercised over all personnel within the team. Qualification Requirements To perform this job successfully, an individual must be able to perform each essential function satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required. Essential Functions Supervises the daily functions and staff of assigned athletic fields, recreation centers, and/or facilities; oversees the opening, closing, and securing of facilities. Plans, implements, coordinates, and oversees specialized recreation and cultural activities including senior programs, athletic leagues, community activities, summer camps, trips, classes, etc.; plans and coordinates special events. Evaluates leisure and recreation needs of citizens; develops and implements of sports and recreation programs to meet needs. Assists in answering phones and greeting visitors; responds to inquiries; refers visitors to other agencies; registers participants for sports, events, etc. Manages long and short-range maintenance plans for facilities and athletic fields; inspects and reports maintenance needs; participates in the daily maintenance of athletic fields and facilities; identifies future projects for facilities and other capital projects. Schedules and reschedules sports games, practices, classes, and activities; notifies staff and participants of schedule changes. Assists in the recruitment and selection of volunteers and program staff; recommends candidates for hire and conducts background checks; assigns, directs, trains, and inspects the work of assigned staff; issues materials and equipment; evaluates staff performance; develops staff schedules, manages time sheets, and processes payroll. Receives, receipts, and accounts for various program revenues; prepares and makes bank deposits; updates class fees and charges; establishes new fees and charges as necessary; analyzes financial information to ensure all operations are within budget. Oversees and manages marketing and promotion of events and activities; manages City website and social media accounts; prepares, issues, and maintains a variety of fliers, news releases, brochures, and publications of events and activities and does other public relations work on a routine and special basis; develops and sells sponsorship packages; submits advertisements in magazines and newspapers; posts events on local calendars. Inspects work environment, projects, equipment, work orders, daily maintenance, and supplies to ensure that jobs are completed efficiently; reviews and approves inspection reports; prepares, stores, and organizes equipment/inventory. Knowledge, Skills and Abilities Thorough knowledge of the principles, rules, techniques, materials, and equipment required for a variety of sports and recreational activities; thorough knowledge of the rules and equipment of the sport, activity, or craft to which assigned; thorough knowledge of the philosophy and objectives of public recreation; thorough knowledge of the methods involved in organizing, conducting, promoting, and supervising recreation activities; some knowledge of public relations and media techniques; some knowledge of first aid practices and techniques; ability to instruct participants and adhere to program standards and objectives; ability to meet and deal tactfully with the public; ability to establish and maintain effective working relationships with associates, program participants, and the general public. Education and Experience Bachelor's degree with coursework in recreation, leisure studies, sports management, or related field and moderate experience in organized recreational programs, maintenance of recreational facilities and equipment, managing group activities, or equivalent combination of education and experience. Physical Requirements This work requires the regular exertion of up to 10 pounds of force and frequent exertion of up to 25 pounds of force; work regularly requires standing, walking, using hands to finger, handle or feel, stooping, kneeling, crouching or crawling, reaching with hands and arms, pushing or pulling and repetitive motions, frequently requires speaking or hearing and lifting and occasionally requires sitting and climbing or balancing; work has standard vision requirements; vocal communication is required for expressing or exchanging ideas by means of the spoken word; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, using of measuring devices, assembly or fabrication of parts within arm’s length, operating machines, operating motor vehicles or equipment and observing general surroundings and activities; work regularly requires exposure to outdoor weather conditions, frequently requires working near moving mechanical parts and occasionally requires wet, humid conditions (non-weather), working in high, precarious places, exposure to fumes or airborne particles, exposure to toxic or caustic chemicals, exposure to the risk of electrical shock, exposure to vibration and wearing a self-contained breathing apparatus; work is generally in a loud noise location (e.g. grounds maintenance, heavy traffic). Special Requirements Obtain CPR certification within six months of hire. Valid driver's license in the Commonwealth of Virginia.
